How to identify a good ASP.NET executor?

Good afternoon, colleagues, I have been given the task of selecting a contractor for work related to development on the Microsoft technology stack. After a long search, I decided to ask the community for advice on what should be guided by the selection, as well as what search methods to use?
PS. I would be grateful for any links to actors in the development area who can perform work on this stack.

Go to odesk and open the top developers, see who had similar projects according to the description in the history and the rating / experience is high.
If there is a lot of money, then take the inhabitants of usa / australia and the cis with a stretch, so the chance of running into a discrepancy between reviews and qualifications is minimal. With Indians, Pakistanis, etc., it is maximum.

If you are able to evaluate the quality of the code, then questions like "how to evaluate" should not be.

1. Reviews. Ask if the candidate has profiles on freelancing sites and see how many are positive and how many are negative.
2. Recommendations. If the candidate worked full-time, be sure to contact his manager and talk about his performance.
3. Portfolio. The more work, the better. If there is no portfolio, then you are dealing with a beginner, and you can only take it for a junior.
