For example, there is a page site.ru/cpanel/ which is known only to the main administrator.
everyone who has access to the functions of this page is generated a unique address eg site.ru/32432423rdsr and not ./cpanel
The idea is to hide the real address of the control panel, even from moderators.

If you have Apache, then you can add rules for each user in .htaccess. If nginx is well then in the config. But this is if they are randomly generated, if not, then just go through the regular
