How to hard limit the list of launched applications or interface on Android?

Task:
Tablets on Android 4.4 are used in a karaoke bar in conjunction with a karaoke machine. They have a mobile application installed that connects to the car via wi-fi, shows a list of songs available for order and sends an order for a specific song to the operator.
You want to restrict the tablet experience so that users can only see and run this application.
The bar also has a website, I would like the browser to open only it (but it’s already easier here - you can register it in the router).
Question - how not to allow anything to be opened except for a specific application and browser?
I'm considering options:
1) Some kind of mega hard minimalist launcher (which one)?
2) Make your own assembly?
3) Somehow configure Android so that you can not close an open application or open another.
