How to give permissions for players in the plugin?

I'm making a plugin for minecraft server. In eclipse there is a check for the player's permission ( player.hasPermission() ), but no permission for the player. What is the issuance method?

Purely logical where there is has, that is, both set and get.
Look in the documentation. Which? And the devil knows. When there was interest in this, there was forge, then sponge privilege systems, too, a lot of things for something that is for it. Without specifics, the answer is better than "Look in the documentation" is not worth waiting for.
