How to give closed files with a password and session?

Good afternoon!

I am training in creation of microservices. The task for practice is file hosting, such as filecad.com or any other similar one. Server programming language is not essential, but preferably php, python, js.
Questions :

• The fastest algorithm for uploading a file via a non-direct link, for example, https://url/session_id/filename . A static link, of course, does not fit.
  
• How do they limit the upload speed in such hosting? Or are they different servers with initially different upload speeds?

well, the return is nothing complicated - the usual cookie / session / header / IP check
if you want to finally steer like a monster - take it, but this is much longer than through ready-made add-ons on the [nng server and pythonrm, for example, on the back
