How to give access to two people via RDP?

There is a computer with Windows Server 2016.
A person works on it via RDP over a local network.
What is the best way to organize access to the second person so that he can observe the work of the first?
As an option, disable session restriction for desktops, but then two people will need to sit under the same account on the server.
Is it possible to organize for different accounts?
The second person only needs to observe without making changes to the workflow.

Read the documentation on Windows Server RDP, there is a feature that allows a person with special rights to connect to another session both in view mode and for help.
