How to give a domain user the right to log into a computer in Windows 8.1 when there is no network connection to the domain?

There is an enterprise domain, there is a laptop that is connected to the domain and a user with domain administrator rights.

Захожу в панель управления -> "Учетные записи пользователей" -> Управление учетными записями -> Добавляю доменного пользователя и назначаю ему роль - администратор.

At the same time, in the absence of a network, I can’t log in to this user, but I can log in under the live.com user, moreover, for the live.com user there is a folder in local profiles, but for a domain user I don’t see such a folder

If domain policies do not include the requirement for forced authentication from a domain controller, then it is enough to log in as a domain user on a laptop once for its profile to be cached.
After that, you can log in without having a connection to the domain network.
