How to get video from community album?

Although, logically, there should be access with a community token.

This method can be called with a user token. Access rights required: video.

Or is it some kind of limitation?

By all logic, there is no access and should not be. Each method in the documentation above indicates with which types of tokens they can be called.
You yourself quote the text from the documentation, which states that the method can be called with a user token.
Try switching the documentation to Russian, since everything is so bad.
