You need to get the current time zone in Windows either by means of WinAPI or by means of some standard utility.
The trouble is that it is needed in the "Europe/Moscow" format (the full list is here www.php.net/manual/ru/timezones.php), while the GetTimeZoneInformation Windows function or the tzutil utility are given in other formats...
