How to get the desired svg element?

I have never worked with SVG, but I need to get this result.

Fortunately, I have something to work with nisnom.com/veb-razrabotki/interesnaya-animatsiya-d...
But I can't change it the way I need.

If you need on a black background, then here:
Still, you have to follow the link , otherwise you can’t see it ...
And the question is not entirely clear, because your link already has everything. You just need to experiment and that's it.

You can make a style tag in the svg itself and write svg: hover path{ fill: #234567; }
You can do it in css, but then the svg should be right in the html. Not through img, but directly in the markup.
