How to get the contents of a cell if its address is given by a formula?

This is how I'm trying to do it.
"INDIRECT(ADDRESS(ROW()+3;COLUMN()+2;4;FALSE);FALSE)" doesn't take value from desired cell. I hope there are problems in skiing

Solution found. use)
=IF(TODAY()-INDIRECT(ADDRESS(ROW();COLUMN()+10;4;TRUE);TRUE)>3;TRUE();FALSE())
The problem was that INDIRECT understands what "O3" but does not understand links in the format "R[3]C[25]"
