How to get the best tweets of the day?

There is a service toptwit.ru but it does not have rss notifications and a non-customizable topwit feed. I would like to receive the best tweets of the day, for example, by rss, as soon as a tweet gains 50 retweets. Preferably one of those I'm subscribed to. Or so that you can set up a list of excluded accounts (propaganda accounts easily wind up retweets for themselves).
So, is there such a service that will send the best tweets via rss, or, for example, a browser extension that will notify you immediately as soon as a tweet from your personal list of subscriptions gains more than 50 retweets?
