How to get started in react-native with WINDOWS?

I have Window 10 I
have an iPhone and an Android phone
Goal: Write a HelloWorld app that I can install on two of my phones.
If Android is more or less clear,
then what about IOS?
1) Can I write on Windows and compile under IOS? (didn't some hack emulators and stuff come up with anything in 2018)
2) Let's say I compiled how to upload it to my IPhone? After all, there seems to be some paid developer subscriptions and so on, are there any options, or whatever you say, you need a MacBook with a developer account for this?
