How to get started in mobile app development?

I want to get into mobile development. I have experience with Java and C#.
I would like to know what is the best way to develop for all platforms.
From the wishes:
1) As close as possible (in terms of performance) to native applications.
2) Convenient development environment (gui form builder, emulator)
3) Free for developers

Android - Java - Android studio.

If you have experience in Java, albeit not a lot, choose Android. And there is where to make an effort and then you can monetize these hobbies ... Android Studio is free, the Android SDK is documented and understandable. Lots of articles and tutorials... And when you start testing your applications on your device, the buzz is guaranteed!... :)
