How to get rights to like, relationship for app in Instagram API?

I'm trying to get permissions for the application in the Instagram API, but it doesn't work. In accordance with the API instructions, in order to obtain rights, you must fill out and submit the form .
When filling it out, it displays the following error - "Your request cannot be processed. There was a problem with this request. We are working to fix it as soon as possible." and it's been that way for a few weeks now. :-(
Please tell me if I'm doing it right?
Are there any other solutions to this problem?
