How to get rid of DMCA complaints about a music site?

I have a site similar to last.fm
It is not possible to download tracks on the site.
It contains only tracks from YouTube . Which are loaded via iframe.
That is, everything is legal .
Naturally, the site has Google ads. (There were no problems with the installation)

In general, the previous version of the site was already flooded with dmca requests once. When they were 30% of the total number of pages on the site and the site was removed from the index.

Now I moved to another domain (they removed all the pages that I complained about), and the same problems started again. We tried to respond to complaints but the answer is always negative.("At this time, Google has decided not to take action based on our policies concerning content removal and reinstatement in regard to the URLs below:")

You need to complain about the video on youtube.
If this video is yours, you can prevent embedding videos on sites via iframes.

Have I really violated someone's rights?
Is it legal to post other people's Youtube music videos on your site?
And most importantly:
If I have not violated anything, what should I write so that the pages of the site are restored in the search and restrictions are removed from them?


We are ready to do everything to remove dmca complaints from us.
