How to get requests from the database when it changes?

Hello. Let's say there is a common tudulist for everyone, and all users can add their tudulists there and these tudulists see everything.
There is a way to simply fetch, say, every second and thus update all the information about the carcasses.
But perhaps there is some way to simply monitor the change in the state of the database so as not to load the server?
