How to get music volume per second (In Python or C#)?

I need to take the volume of the average music volume in every second, how to do it? In principle, it doesn’t matter to me where, it’s possible in Python, it’s possible in C #. It's just that in the end I need to get .txt, where each line will indicate the volume of the music. The first line is the average volume during the first second (From 0.00 to 1.00). The second line is the average volume during the second second (From 1.01 to 2.00) and so is all the music.
