How to get MAC via Netbios?

I have an external IP (white). If I share samba and a person enters it, can I enter arp 12.12.12.12 (his external IP) to get the mac of his router or mac nat from the arp table. Or, only the local network can be used to get the mac.

You will see the mac address of your router, or the provider's router - if the connection is established immediately from the local machine. ARP works within the same broadcast domain (as mentioned above) and the very first router replaces the outgoing mac address with its own.
