How to get information about a photo that has not yet been published on the group wall by its id?

Standalone application receives a list of user groups, group avatars. Finds out the address of the server for uploading photos to the group wall, sends a file there and then receives photos.saveWallPhotoinformation about the saved image, in particular, its id of the form photo1111_222222. This id is saved.
After some time, I want to get information about this photo, in particular, a link to a thumbnail. The method photos.getById()returns for some reason the answer 'Access denied'.
As the photos parameter, I specified both 1111_222222, and -3333_222222, where 3333 is the id of the group on whose wall the picture was uploaded. To clear my conscience, I also tried it photo1111_222222as a parameter. Always Error 200 - Access denied.
The token is alive, right before that I get information about the user's groups with it.
Is my suspicion correct that the photos-on-the-group-wall have some special status, and links to them can only be obtained immediately after saving?
Upd. it is important that the photo has not yet been published in any post. It was only loaded and "saved", having received an id. For photos from published posts, the described problem does not exist.
