As far as I know, push notifications are outside the scope of the browser inspector and cannot be viewed in the same way as a regular element.
I found a demo in which you can check the push with the picture - it is sent over the network like regular static (i.e. you can go to devtools -> network and see that the picture is loading at this moment)
