How to get HD youtube video link regardless of device?

Good afternoon!
Tell me what could be the problem. I use the XCDYouTubeClient
library to parse youtube video links. On an iPhone 6+ smartphone, this lib does not output HD video 720p (itag = 22), but on an iPad it does. What is the difference in their work and how to get all the qualities regardless of the device? Video clip: https://youtube.com/watch?v=DNImoy-qRTE
