How to get cookie in form handler given in action? $_COOKIE doesn't work in the handler, but works elsewhere - why?

If I try to display $_COOKIE['utm_term'] on the web page itself, it will succeed. But when I try to get $_COOKIE['utm_source'] in the handler.php form handler, it won't work. Why is this happening and how to get cookies in the form handler?
