How to get cities from CDEK and substitute them in select?

The SDEK API has a method that returns all cities from their database. But the problem is that they are somehow very crookedly taken. For there are all sorts of villages and towns, but there are no large cities (even such as Moscow, St. Petersburg, Volgograd, etc.), this is very strange. At first I thought about taking cities by another method, not from the SDEK API, but later I found out that to work with other methods, for example, creating an order, the city id is required in their database, that is, I will probably have to take it from there.
The question is how to do this if their api gives the cities in such an inappropriate way? Perhaps they have some other method (I used paragraph 4.13 from their documentation (List of cities) ) Or is it possible to take cities from another service and somehow substitute them?
