Definitely not. The ranges can be different, you can't do without a subnet mask.
In Linux, there is ipcalc, for example.

No way to calculate. The mask is a local value, and this value is not passed anywhere.
Regarding white networks, you can turn to various open resources, everything should be described there. Well, or directly remove from BGP.
