How to get back ssh access on ubuntu 16.04?

Such a problem, there is a vpska on ubunt, I changed the ssh port there and as a result, access to it was lost. But there is access to the ftpshnik, changed the /etc/ssh/sshd_config port back to the standard one, rebooted, no result. How can you fix it?
There is also no connection from the web console from the personal account, because it refers to the same port*

The web console should refer to the local tty and not the port, and you can always log in from it
