How to get around the bug of the default Android browser (4.0 and below) with not displaying the scroll for overflow: scroll?

Killed an hour today trying to find a bug. I started googling and it turned out that this is probably a bug. I did not find any solutions, except for external scrollbars.
Okay, I agree with substitutes, but if they were equal in speed to native scrolling on weak devices (malihu) and did not force the scrollable area to be redrawn + they would work without js (iscroll).
