Hello. Please share your experience and knowledge on how to get hold of a debit card, which, by its existence and activity, would not create unnecessary anxiety for various organizations in Russia.
It turns out that it should not be issued by a Russian bank. It is even desirable to use some kind of payment system without opening a separate bank account and mail delivery. For example, such cards are issued by Yandex.Money, QIWI. But, as mentioned above, we do not want to disturb the Russian organizations once again.
The usage scenario is something like this: the card is issued and is in your pocket. Then suddenly someone says: "What's the easiest way for me to send you money electronically from the territory of the CIS?" This is where this map comes in handy. The Skrill option was considered. It is not entirely clear how easily and naturally a mere mortal can replenish. Payoneer was also considered - it's not so easy to top up. ePayments seems to be very suitable, but if I understand correctly, you can replenish only with cryptocurrency, webmoney, from your linked card - it’s not at all easy. One could consider the Paypal option with the further withdrawal of the aforementioned payment systems to the card, but Paypal is against it.
You can consider the option of opening an account and a card in a foreign bank, but in which one? It is desirable that he does not share information with anyone and sends the card by mail. Although this option is also not very suitable - according to the law, with accounts abroad, it is a lot and often necessary to report, and moving abroad in the coming days is not included in the plans. Those. a payment system that issues a card without opening an account is more suitable.

1. Пополнить можно почти с любой карты (некоторые сервисы не работают со скрилом и не разрешают транзакции туда со своих карт, например entropay.com, но со скрила к себе принимает платежи).
2. Вывод - только на карты типа виза, либо на банковский счет. Если банковский счет не подключился сразу - то можно забыть. Ибо ТП там абсолютно невыносимая и безполезная на 95%. С пэйониром не работает - US Payment Service не подключают. Раньше кто-то подключал - но сейчас нет.

1) Вбиваешь данные клиента и пэйонир генерирует форму для оплаты любой

2) Подключается US / EU / UK Payment Service для получения платежей от компаний в США, Европе, Британии. В США - только от компаний, в Европе - не знаю. Для евро пэйонир может сделать как виртуальную карту, так и пластиковую, но между картами перевод сделать не получится.
3) Получать выплаты через партнерские сервисы.
ИМХЛ, Пэйонир много адекватнее и лучше, чем Скрилл.

Раньше порекомендовал бы epayservices.com - все по-русски, включая саппорт, есть админка, выпускают карточку и тп. Но им нужны сканы документов. Пользовался ими несколько лет, но сейчас сам ищу им альтернативу.
(!Сорри - сразу не увидел в вопросе - там не идет пополнение от частных лиц - переводы только от организаций. Частные переводы только между аккаунтами.).
Есть вот такой сервис - t24payvault.com. Правда сам не пользовался, но хочу рассмотреть их.

В 2016 году будет тренд на отмену оффшоров по всему миру + дополнительно РФ планирует начать делиться данными с иностранными банками в двустороннем порядке. Видимо слишком много умных развелось, кто не платит налоги ни в США, ни в РФ...
