How to get an SSL certificate for SSTP VPN Mikrotik?

You just need one valid ssl certificate from the sstp server side. Validity is determined by the presence of the root certificate on the client device.

You can take from anyone you want and whoever is a valid CA for your clients. At least letsenkrip reissue every 3 months.

sense of certificates of users just that nobody except users has access to them... so in any way, certificates should be transferred to users
I for example refused SSTP, I use OVPN. I have an autoinstaller that installs the desired version of the client + takes the necessary config + certificate by stupid copying from FTP and puts it where it needs to be
