How to get an order upload file in xml format in Bitrix 1c?

I know that at /bitrix/admin/1c_exchange.php?type=sale&mode=query#authorize you can get a list of orders in xml format. But the problem is that when you re-apply, an empty document is issued. How can I make it so that all orders (even old ones) are always unloaded, regardless of the time of the call. Or maybe some script?

there is such a table b_option, it stores the time of the last request for orders
, the field NAME, the value of last_export_time_committed_/bitrix/admin/1c_excha
