The essence of the issue is that on the VK website in the developers section, in the personal message object, there is a deleted parameter.
When executing requests, I do not see this parameter.
The token was received with the following permissions: photos,audio,video,docs,notes,pages,status,offers,questions,wall,groups,messages,email,notifications,stats,ads,offline,docs,pages,stats,notifications

Judging by the request, you are not working with the latest version of the VK API. You need to transfer the latest version v=5.63 to the request , after which the answer will be relevant as in the documentation.
