You open a site with templates, choose the ones you like, make up 10-20 pieces. Put it in a portfolio and show it to employers.
And / or register for freelances, read assignments there. Reply to whatever you like. Often, customers post PSD sources directly in projects, make them up. Theoretically, you can even make up from JPG (in a month, search the content for a ready-made site and take clean pictures from there). You should not put it in an open portfolio, but it is quite possible to show it to a potential employer.
