No way. One point belongs to an infinite number of circles.
A circle can be uniquely constructed from several inputs:

  1. Center and Radius
  2. Centered and a point on a circle. Reduces to the previous one.
  3. Three points. Reduces to finding the circle circumscribed about the triangle
