How to get a user ID from Google or Yandex?

Hello. Is there any way to get user identification data on your site from Google or Yandex? For example, something like an anonymous hash 9CSZ14KHCVeK0PQy2VSerEOKSLUbG7qI which will indicate that this is the same user, but from different devices. I found only "User ID - Web Tracking" Google - but it seems to work only in the direction of Google, and data is not returned back.
Somehow they trade this data, maybe there is a service?
