How to get a real random phone number?

I need to get a real phone number in php. The bottom line is that I can, of course, just generate a phone number in the correct format, but not all of them are real in the end. How can you generate real numbers that you can call there?

Perhaps you can somehow just generate the same random phone number, and then through some library or just by API check for validity.
