How to get a link to the selected text?

On several sites I met a sticky feature for working with text, which allows you to select any desired segment of the page and get a link to it.

At first I considered such a feature to be an invention of the DataLife Engine, but recently I noticed it both on WP and on Bitrix. Here I rummaged through the floor of the Internet in search of a library, it's useless. Pulling out of the page code also did not work.
