Is it possible to get a link to a photo using the VK API (community message bot), which can then be used to upload photos to third-party resources?
All the data that the bot receives about the submitted photo. The Vk-Promise library is used

yes, the object describing the photo has a sizes field, where there are links to copies of photos of different sizes
