How to generate a tax return with a barcode (pdf-417)?

As I understand it, the formation process is as follows: -
fill out the declaration in the program (1C, TaxpayerLegal and any other) - the program
generates XML
- the following program (for example, Printing ND from pdf-417) can fill out a template with a declaration from XML and make barcodes . on each page there are two barcodes: at the top - a linear barcode with a control signature of the page data, at the bottom - pdf-417, with the data of one page of the declaration.
I'm interested in this part here: how to generate XML yourself, how barcodes are formed.
Ideally, a complete description of the process is needed. but it was not possible to find it on the Internet, as a variant would suit the description of a certain console utility for printing a declaration and launching it from the command line.
Questions:
-where can I find a description of the process of generating xml and a barcode? there is a website of the GNIVTs developer, but there is no information there.
Where can I get machine-readable forms of declarations? on the GNIVTS website, on the Internet, and even in the TaxpayerLegal folder itself, there are only forms for paper transfer, but they are different.

I advise you not to suffer with any XML's, but to make a template in latex once and then generate pdf's. There are different packages for barcodes. For example, I used pst-barcode.
