How to gain experience and portfolio for a layout designer?

Typical skill set: Html, css, js + some knowledge of PHP
1) When trying to get a job as a coder, everyone requires work experience, but how do you get it? Work in web studios for free for experience?
2) Portfolio, walk around companies and also offer to make a website for free?
