Absolutely what you just wrote as a question is the simplest TK.
Here is a site on joomla, here is a template that should work.

First, you (the developer) need to install Joomla with all the functionality that you need and that is not in the standard Joomla (slider and something else). Then show it to the layout designer and say, decorate it for me like this. Otherwise, a layout designer without the site itself with additional functionality will not be able to make a template for Joomla completely, only for standard Joomla.
Or one person can do it all.
