How to format dvd-r?

Hello! About 2 years ago I came across an article that talked about a program that can overwrite files on dvd-r. Their office. the site was then blocked several times, they had to constantly move to another domain. Do you happen to know this site, or other options for formatting a dvd-r disk? There was an urgent task to write data to the media, and from the media there is only one dvd-r disk, and even then, it is full.

Was it still possible to overclock monitors there? From 14 to 15, and 17 says to 21.
The only way to "overwrite" files on r disks is to write a new session. If the disk is full to the end, then a new disk is taken.

on -R (Disc-Recordable) you can only WRITE, if there is space and the multisession setting allows (the disc is not finalized), you can only rewrite -RW (Disc-ReWritable) which is included in the disc types themselves. The same applies to all optical discs CD-, DVD-, BD-.
"Overwriting -R disks" is possible only if there is free space and the multisession recording mode, then the old session is sort of hidden and only the last session is shown to the computer, but this is still not overwriting.
