How to format APFS to HFS without data loss?

After upgrading to high sierra, the system was formatted to APFS format. However, many problems followed from this.
1. When I try to reboot back to Macos from Windows, the bootcamp says that the partition could not be found.
2. When I try to increase the size of the bootcamp partition using paragon camptune, the program says that it cannot find the bootcamp partition.
What to do? I think it's because of the new format. Is there any way to re-format to HFS without losing data?
