How to formalize the relationship between a web designer and a developer in terms of animation?

Traditionally, in most web studios, the following system of relationships between the designer and the layout designer has developed:
The web designer draws a psd layout, if necessary, applies fonts and explanations to it, gives it to the layout designer, the layout designer cuts and typesets.
But here's the situation: the client wants an animated surround equalizer like Windows Media at the start.
How this equalizer will look and how it will animate, of course, should be thought of by the designer.
From this 2 questions:
1) In what form does the designer provide animation to the developer (gif, video in avi, flash, 3D max or something else)
2) What is better to use for such animation? Drive on the start flash / video, or play around with js / svg?
Maybe there are converters from gif/avi/flash to svg.

The designer of pi..ras only provides me with a PSD layout, and there you can make it up as you like, if the customer wants an animation differently, then this is a coder's headache.
