How to form separate infoblocks with multisite?

There are two sites on different domains managed by 1C-Bitrix. The problem is the following: when creating an infoblock in the admin panel of one site, it is duplicated in the infoblock section in the admin panel of another site. When changing content, everything is displayed separately as required, but when creating and deleting infoblocks, for some reason they perform these actions synchronously. When you try to choose on which site to display this infoblock, changes are made on the second site as well. I can't understand why this is happening. Perhaps someone has come across something similar and knows how to approach the problem?

With multisite, you have one Bitrix and, accordingly, the core is also one. So, from whatever domain you log into the admin panel, you will see both. So there is no duplication.
