How to force VNC to send the letters "f" and "z" to a remote server?

Debian installed on the server. Locale -
en_US I connect via VNC.
But on VNC, when printing in Russian, all letters are displayed except for "f" and "ya".
SSH no problem.
What could be the matter, how to set it up? Thank you!

Try to execute setxkbmap (without parameters) inside the VNC session on the remote computer.
