How to force Mikrotik to use any DNS server?

Mikrotik RB951G-2HnD + RouterOS 5.24 The
router acts as a DNS server, has a cache of DNS records.
When connected, clients receive the router's IP as a DNS server, everything works.
If you set DNS on the client, for example, 8.8.8.8, then it will not work, because the router cuts, forcing it to be used only as a DNS server.
How to force Mikrotik not to block the use of any DNS server, while maintaining the DNS server capability in the router?

Emmmm, it doesn't cut anything by default, what are you talking about!
Your configuration cuts, it can do it in several places, the most obvious ones are:
ip/firewall/filter rules
ip/firewall/mangle
ip/firewall/nat
ip/route
Check everything about UDP \ Any port 53.
