Good afternoon!
Now I am studying English. In order to get used to it, I installed English localization on my phone. But I need some applications in Russian. For example, Google Play Newsstand. I am not yet at the level to read the news feed in English. Is it possible to force the application to use the Russian language by default despite the English localization of the entire system?

It depends on the application, if the application gives such an opportunity (for example, select the application language in the settings), then yes. otherwise you need to switch the device itself to Russian completely)
