Good afternoon. I have a problem.
I recently made repairs during which I spread cables around the apartment in advance, one led to the stairwell, everything in the apartment was brought to the patch panel - in general, it’s cool and beautiful. On the landing, the cables to the apartments were put into cable channels so that they would not be an eyesore. The cable from my apartment hung neatly in anticipation of the Internet near the "low-voltage riser" (in fact - heaps of wires that could not be removed).
It's time to call the internet. That's where the trouble came. It was not possible to get through the riser, so they threw the cable on the other side of the free end of mine. And then I did not keep track of how they connected it to me ...
In general, the "installers" opened the cable channel, found my wire, cut it off near the entrance and twisted it with their own in the best traditions of rubbing. The motivation is very simple: the length of the cable is shorter (which, in principle, is correct, but with a length of 65 meters, adding a hook of 5 meters is not scary).
Briefly, in the act, my indignation was indicated, and a claim was already drawn up over the phone. They called on this claim and said that they would not redo it, since the Internet was working. They also added that twisting is the most correct way, something about high resistance on the connecting comb. Seasoned with the words that the installation was done "professionally" and that they provide Internet access services, not installation. But for a fee, of course, they can redo everything.
Can you please tell me if there are any regulations, standards or something legal to force them to redo all this? Standards for laying SCS in public places, for example?

The only way to influence the provider is to complain that the service is of poor quality. However, if the quality of the connection does not suffer (for sure it does), you have no reason to complain. As well as there are no guarantees that on the way from the riser to the access switchboard there are not a dozen more twists that you do not know about.
Under all sorts of GOSTs about SCS, this lace most likely does not fit, and it should not. Moreover, it can even meet some operator's internal standards, such as "no more than three twists per span". Since the wiring is hidden in the cable channel, there are no complaints from the standards for laying communication lines - there are requirements only for the mechanical protection of the cables themselves (boxes, cable channels), but not about the method of connecting cable pieces to each other.
You can look for radio interference created by twisting, but most likely there will be none.
In total - if there are no obvious quality problems, then there is no point in removing the twist - it is part of the provider's area of ​​​​responsibility and his headache. It will oxidize, fall off - they will come, they will wind up a new one.

1) It is necessary to clarify where the area of ​​responsibility of the provider ends. Options - on the port of the cross / switch or directly in your apartment. You have to read the contract.
2) If the wire is in the area of ​​​​responsibility of the provider, then from the point of view of the law you cannot touch it. If in yours, then they must pull it themselves.
3) You buy from the provider the service "Internet access" with certain quality characteristics (for individuals, usually only speed). If the service is provided and its characteristics correspond to the declared - what can you complain about?
If you have something to complain about in terms of performance and stupidly screw up the provider's support service, there are several options:
1) The industry is regulated by the Communications Act and the Consumer Protection Act. You can look for inconsistency with the contract in these laws and fuck the provider and the regional Roskomnadzor. What will happen is unknown.
2) Artificially break the twist yourself (break off a core, short a couple of wires), call the provider and complain about a non-working service. After 5-8 times you will change the line.
The negative side of these tips is that this operator may disconnect you and no other provider will connect to this address anymore.
