How to force browsers to show the oblique style?

I read on htmlbook.ru that

browsers always display text with the value oblique as italic.
Is it really so?
I googled, thought, and the only thing that came to my mind was the option using, transform: skewX(-12deg);but is there really no other way?

In one of the Yandex-SHRI videos (perhaps events.yandex.ru/events/shri/msk-2012/talks/561/ ) it was said that there is a difference between italic and oblique, but font creators often forget about this. So it's not about browsers, but about fonts.

If there is a separate version of the oblique font, then you can convert it and use it. If such a font is not provided, then skewX - Photoshop does the same, in general.
