How to force an application on rails to use assets?

Application in env=staging. Has the same settings as production. Starts. Styles and scripts does not display / does not execute. Assets are precompiled in public/stag-assets. I look at the links where they look. And they look in the right directions, if, for example, I poke in the chrome debugger on the link with the right button > open in a new tab - my css opens. Those. refer correctly, are given by the server, but are not displayed. On the Sources tab of the chrome debugger, I see the stag-assets folder there are two collected files - styles and scripts. The style file is empty. The script file is complete. But neither chrome nor other browsers use them, but display everything without styles. There was already such a situation, from a month ago - I won. I sit and remember how. It seems like it was the config.sass.cache = false option, set to true. Then everything rustled, but now sadness has broken back.
